Local governance is broad, participatory and multi sectoral. It is a partnership between the Local Chief Executive and an actively working Local Sanggunian, whose objective is to promote innovations and excellence in governance for the benefit of the locality. The Executive-Legislative Agenda is a mechanism to attain such objectives.

The Executive-Legislative Agenda was deliberated and formulated immediately after the change of administration in 2013. Executive Order No. 71 s. 2013 was issued on September 2013 “Mobilizing an Executive-Legislative Agenda Team and designating its composition”. The ELA contains the comprehensive lists of programs, projects, and activities to be implemented and funded until the end of term of the present administration in year 2016. After series of consultation with stakeholders, the Executive-Legislative Agenda for the term 2013-2016 was adopted by the Sanggunian on January 22, 2014 by virtue of SB Resolution No. 122-2014.

The Comprehensive Development Plan serves as the guide in the implementation of multi-sectoral programs and projects as incorporated in the Executive and Legislative Agenda. The previous Sanggunian has adopted the Five Year Comprehensive Development Plan during its regular session on February 1, 2012. However, due to the formulation of the ELA for the term 2013-2016, the Five Year Comprehensive Development Plan was modified and updated. The Updated Comprehensive Development Plant was submitted to the August Body and adopted during its regular session on January 14, 2015 by virtue of SB Resolution No. 313-2015. To further strengthen its approval and implementation, the said Updated Comprehensive Development Plan was submitted to the Sangguniang Panlalawigan for review and was favourably approved during its 15th regular session held on April 22, 2015.
